What makes this hard
eBay records the paint state in an item specific called Miniature Condition, with values such as Fully Assembled & Painted and Unassembled & Unpainted. eBay's help says item-specific filters sit on the search results page, and its advanced search isn't available on mobile.

It keeps only listings whose seller chose Fully Assembled & Painted. Listings with the field left blank drop out, so check the unfiltered search as well.
