eBay's own local pickup help says: "Filters can reset when you change queries or search new categories." and "If you notice results switching back to delivery, use filters to re-apply Local pickup."
eBay also files collectible tools in separate categories, such as Carpentry, Woodworking; Blacksmithing; and Machining, so each kind of tool is its own search.
